No community water system wants to raise rates.
However the goal of every public water system is to provide customers with an
uninterrupted supply of safe, dependable, fairly-priced water while operating at breakeven
or better financially. In order to meet this goal, the community water system's rate
structure must produce enough revenue to operate the system in a safe, lawful, and
