CUPSS helps community manage system assets

Where: Protection, in Comanche County, Kan.
Problem: Antiquated system posing failure and/or non-compliance risks.
Solution: MAP staff helped city officials to assess existing infrastructure and devise an asset rehabilitation and replacement plan using EPA software.

Protection, Kan., located in Comanche County, has an aging and low-income population. Much of its public drinking water system assets were installed in 1917, and city leaders realized these could fail or not meet system needs at any time, especially one of the city’s main wells. City leaders needed to devise a plan to systematically maintain, and as needed, replace failing assets.

MAP is helping the city create a planned approach for asset management.  The plan incorporates adequate funding for a system that is built on three key concepts: 1) system performance goals, 2) regulatory standards, and 3) the perpetual, continuous and efficient delivery of potable water to customers.

MAP will help the city create an asset inventory spreadsheet of all system components, with the capability of calculating an asset’s future replacement cost and what to set aside monthly for this purpose.

MAP also is helping the city adopt and use EPA’s asset management software program, Check Up Program for Small Systems.  CUPSS establishes a sustainable water-service delivery system that ensures clean, potable water to its customers while managing infrastructure assets to: 1) maximize useful life, 2) help the public understand the state of repair of assets, 3) develop more efficient and focused operations, 4) choose capital projects that meet the system’s true needs, 5) base rates on sound operational decisions, 6) improve the system’s financial health, 7) reduce environmental violations due to failed or poorly performing assets, and 8) improve infrastructure security and safety.
