New facility and knowledge eases septic system woes

Where: Clifton Hill, Missouri, a small community with a population of 124 located in Randolph County about 12 miles west of Moberly, Mo.
Problem: The city was lacking operational, financial and managerial knowledge and experience for a new, unique sewer system.
Solution: Midwest Assistance Program helped the city council develop an operational plan, manual, an emergency response plan and vulnerability assessment for their new facility.

Clifton Hill, Missouri, is a small community with a population of 124 located in Randolph County about 12 miles west of Moberly, Missouri on State Highway 24.

After being plagued by a long history of failed septic systems and regulatory compliance violations, a new sewer system was recently completed to serve the 61 households and businesses located in the community. Their system is very unique in that it is entirely gravity and uses a lagoon and overland flow for treatment.

Administering and operating a sewer treatment unit is a new area for the water district. The city was also encountering issues with collection and non-payment on accounts.

MAP staff assisted the city council with understanding their duties and responsibilities. To help them manage their new sewer system, MAP staff developed a manual that included an operations plan for the wastewater land application system, rate setting and billing and collection information.

The USDA Rural Development office in Kirksville also notified the city that they needed an emergency response plan (ERP) and a vulnerability assessment (VA). MAP helped the city to complete these documents and the emergency response plan and vulnerability assessment are in the final stages of completion. The community is learning about the start-up and day-to-day operation of this very unique system.
