Financial reporting and record keeping
benefit community

Where: Village of Miller in Buffalo County, located in central Nebraska.
Problem: New village clerk, who lacked knowledge of how to complete required yearly financial statements on a water loan.
Solution: MAP staff provided training to Miller’s clerk on completing financial statements and record keeping.

The Village of Miller, Neb., has a population of 156 residents and is considered a low-income community by census standards.

Miller had recently hired a new village clerk who didn’t know how to do the yearly financial statements, which are required for a water loan to repair and replace infrastructure the village had previously received from USDA-Rural Development.

USDA-RD subsequently asked for MAP’s help to train Miller’s clerk how to complete the financial statements and to provide record-keeping assistance, if needed.

MAP staff provided the clerk with training on filling out the financial forms and advised her to keep separate accounts for the water, sewer and other utilities so that the RD year-end financial statements would be easier for her to complete.  MAP explained that separate records also would benefit the community if other loans were needed. For example, loan applications usually require separate income and expense records for the proposed project area.
