Carey Spoon

Carey Spoon joined the Midwest Assistance Program, Inc. (MAP) team in 2023 as a Project Manager/Technical Assistance Provider. She is an experienced grant writer and administrator with over seven years of experience with the Kansas Department of Commerce Community Development Block Grant (CDBG) program. Carey has established strong working relationships with rural communities, engineering firms, and regulatory and funding agencies. As a grant writer, she assisted with project development by vetting potential projects to align with program objectives and guidelines. Carey also collaborated with project engineers hired by the communities to ensure project eligibility throughout project and application development. As a grant administrator, she provided grant management from the time of grant award until project completion. The work included coordinating contractor procurement with project engineers and multiple funding agencies and monitoring compliance with Davis-Bacon and other state and federal requirements.
