Jessica Casey
Jessica Casey joined MAP in 2024 as Project Manager/Technical Assistance Provider in South Dakota and brings with her 20 years of experience in various municipal government activities. Casey began her career as Deputy Finance Officer for the City of Hecla, South Dakota in 2004, where she started her municipal training to eventually take over for the Finance Officer position in 2016. She then worked as Finance Officer for the community until 2023. She has had experience in managing and implementing a 1+ million-dollar budget in General, Liquor, Water, Electric and Wastewater funds. She is experienced in Banyon Software programs of Payroll, Fund Accounting and Utility Billing as well as proficient in Microsoft Word and Excel. Casey has utility management experience and has conducted several utility rate analyses and evaluations. She was involved with implementing policies, ordinances, resolutions and assistance with maintaining local planning and zoning ordinances. Casey has also been involved in obtaining safe drinking water for the community due to arsenic violations in the underground wells. Throughout her tenure, she also assisted in the development of a new lagoon, sewer line replacement, and implementation of AMR (Automated Meter Reading) water meters. She has developed familiarity with grants, lending and reporting requirements of United States Department of Agriculture Rural Development, State Revolving Loan Funds, South Dakota Department of Environment Consolidated Loans and Community Development Block Grant funding. She was also responsible for most Human Resource activities, such as processing payroll, and completing onboarding forms and policies in various departments. Casey recognizes the challenges small rural communities face and understands the importance of transparency to the public, effective communication, customer satisfaction, and resolving issues to the best interest of the whole community.
