Tom Finger
Tom Finger has extensive experience in providing rural financial credit and technical assistance. He served as the primary Loan Specialist for USDA, Rural Development in South Central Kansas from 2008 until 2018, with responsibility for processing and servicing of the Utility and Community Facility Programs.
Tom is skilled at establishing strong working relationships and networking with diverse communities and organizations. This has allowed him to develop projects and access multiple funding sources for clients including public agencies, special purpose districts, and non-profits. Tom has coordinated funding in numerous projects thus resulting in a thriving portfolio and activity level. He has also established strong working relationships with the staff of multiple Kansas; engineering firms, regulatory and funding agencies, and other partners critical to rural infrastructure projects. Tom’s skills include evaluating engineering, architectural, and environmental reports, to achieve compliance with pertinent policies and procedures. He is proficient with analysis of the financial reports of applicants and borrowers, and conducting site visits to review and evaluate project performance. Additional programs administered during his extensive career with USDA include; residential and multi-family housing, business programs, and agricultural credit. Finger has a BS in Agriculture from Kansas State University and was reared on central Kansas diversified irrigation farm. |
