CEO
Christopher Jewett
Christopher (Chris) D. Jewett is the Chief Executive Officer (CEO) for Midwest Assistance Program, Inc. (MAP) and has over thirteen years of experience assisting rural communities in finding solutions to their drinking water, wastewater, and solid waste infrastructure. Chris recently served as Programs Director, managing and providing program implementation to MAP's funding grants and contracts. Additionally, he ensures relationships with state agencies, industry partners, community leaders, and industry vendors are sustained. Chris has also served as Field Operations Director and as Regional Field Manager overseeing MAP operations to ensure policies and procedures are executed efficiently, and deliverables are achieved in a proficient manner. He began his career with MAP in 2010 as a Technical Assistance Provider in Iowa. Prior to MAP, Chris served with the Missouri Army National Guard as an Active Guard/Reserve (AGR) Soldier for twenty-four plus years in several capacities, before retiring as the Operations Sergeant Major for the 110th Maneuver Enhancement Brigade. He has a diverse portfolio of certifications and self-enhancement courses ranging from personnel management, training, leadership, human resources, environmental, HAZMAT, safety, emergency management response/planning, equal opportunity, finance, logistics, legal and water distribution.

Finance Director
Kerri Jewett
Kerri Jewett joined Midwest Assistance Program, Inc. MAP in 2013 and serves as the organization's Finance Director. Kerri earned a BSBA in Accounting and Management in 1993. She brings over thirty years of experience in the accounting field including public and private accounting, human resource administration, as well as retirement plan administration. She previously worked at Citizens Bank and Trust as a retirement plan administrator for 7 years.

Senior Operations Director
Pete Smith
Chad Smith (Pete) is the Senior Operations Director located in the Field Office of Ogema, MN, which is located within the White Earth Reservation. He has over 26 years’ experience working for Minnesota’s White Earth tribe as a public works manager as well as multiple non-tribal communities, and more recently as a MAP Area Director, Regional Field Manager, and Technical Assistance Provider, he has worked with Iowa, North Dakota, South Dakota, Minnesota and Wisconsin’s tribes and correlating utility staff as well as many non-tribal communities throughout Minnesota and North Dakota. Smith’s professional certification includes Minnesota Department of Health’s Class C Water Operator Certification, and MN Pollution Control Agency’s Class D Wastewater Certification. He also has training and experience with Sanitary Surveys (EPA), Cross Connection Control (EPA/MN), and National Incident Management System (NIMS) as well as being fully qualified in numerous roles of technical assistance and training the rural/tribal communities.

Area Director
Erinn Zindt
Erinn has 20 years of experience working to protect public and environmental health. Erinn collaborates with water, wastewater and solid waste primacy and funding agencies, and industry professionals, to ensure utilities are provided pertinent training and assistance. Her experience working with a variety of stakeholders, conducting research and educating others, provides for a comprehensive perspective to facilitate collaborative relationships, and constructive communication to find solutions that meet diverse needs. Erinn holds a Bachelor of Science Degree in Microbiology- Environmental Health from Montana State University in Bozeman, is a Registered Sanitarian, and a Certified Operator in Training for Surface Water Treatment and Distribution Classes 1A and 1B.

Programs Director
LeAnn Kerzman
LeAnn is the Programs Director for Midwest Assistance Program, Inc. (MAP) and has worked in the industry of water, wastewater, solid waste, finance, and management for thirty years. She is responsible for managing and providing program implementation to MAP's funding grants and contracts. LeAnn is responsible for identifying funding opportunities, meeting program reporting requirements, managing advocacy efforts, and maintaining relationships with federal and state agencies, partners, and community leaders. LeAnn also previously served as the State Field Manager and Regional Field Manager for MAP providing oversight and supervision of Project Managers to ensure completion of project deliverables and provide assistance to rural community systems. LeAnn has been working with water, wastewater and solid waste since 1993 where she started billing, collecting and processing utility payments for a large utility and served as a part-time municipal Finance Officer for her small community. This experience lead to overseeing a $3 million annual city budget, interim City Administrator role and oversite responsibilities of 50+ employees and is now sharing her experience with communities, tribes and associations within the midwest with MAP. She continues to grow her education and is a certified Manager of Landfill Operations (MOLO) technical advisor, experienced in providing guidance and training to both staff and councils, and holds a Bachelor of Science degree in Business Administration with a concentration in Computerized Information Systems from Northern State University in Aberdeen, SD. While working with MAP, she has assisted communities to apply for funding, trained boards, councils, and financial staff, wrote RFQ/RFP’s, conducted Vulnerability Assessments and wrote Emergency Response Plans, drinking water Site Sample Plans, conducted and wrote Environmental Reviews, documented drinking water operations & Maintenance Plans, conducted ADA Accessibility Assessments, SRF Capacity Reviews and followed-up with training for identified weaknesses.

Human Resources / IT / Communications Director
Erin Miller
Erin Miller is the HR/IT/Communications Director with Midwest Assistance Program, Inc. (MAP) Erin has over seventeen combined years of office administration, management, event planning, and marketing experience. Erin graduated Northwest Missouri State University in Maryville, Missouri in 2003 with a Bachelor of Science Degree in Business Management. She joined Citizens Bank & Trust as the Marketing and Management Coordinator in the Financial Advisory Services Division, working specifically in the Employee Benefits Department. Her responsibilities included reporting, budgeting, marketing and management strategies, preparing employee benefits communications, and proposals. Erin then took a position as Assistant Catering Manager with Aramark at Northwest Missouri State University planning and coordinating varied events and meetings from 5 – 300 guests. Erin has also worked in several positions ranging from Office Manager for a Financial Representative to bookkeeping and hotel management. Erin joined MAP in 2018 and assists the nonprofit organization with human resource policies for all personnel, employee benefits program administration, accounting, payroll, job candidate recruiting, new employee orientation, facilitating technology support, office administration, providing internal/external communications, and event planning.

Area Director
Mike Obal
Mike Obal, Area Director, is a qualified professional in the area of wastewater treatment plan project coordination and construction. He has over 10 years of experience in the construction industry where his experience lies in constructing wastewater treatment plants ranging from small communities to large cities. During his time constructing wastewater treatment facilities, Obal learned the details of strategic project management. As a TAP, Mike was able to assist communities with various funding applications, rate evaluations, and emergency response plans. Obal is also NIMS-certified to assist communities with disaster resources.

Private Well/ Decentralized Wastewater Coordinator
Jesse Campbell
Jesse Campbell joined MAP in 2015 and brings with him over 17 years of well owner experience. Campbell serves as the Coordinator of the Private Well Program at MAP. He possesses a master's degree in generalized social work methodology from the University of Missouri Kansas City. He has worked with well owners for 8 years and has been a well owner for more than 17 years, resulting in experience in onsite/decentralized systems. Campbell has evaluated over 550 private wells using the assessment tool throughout the Midwest. Campbell plans and delivers seminars, trainings, and workshops for well owners and professionals providing them with the necessary tools and resources to successfully protect public health and groundwater in MAP’s region. He is a licensed DS1 Water Operator in the State of Missouri.

Private Well/ Decentralized Wastewater Coordinator
Marty Ostransky
Marty Ostransky has four years of experience as a Water and Wastewater Operator for the Village of Cody in Nebraska. He possesses licensing in Grade 2 Water, Grade 6 Backflow and Grade 1 Wastewater. He works to educate operators in the State of Nebraska by providing classes eligible for continuing education hours through MAP and the Central Community College in Water Disinfection, Backflow Recertification and Wastewater. Marty’s education includes an Associate’s Degree in Diesel Technology from Southeast Community College, Milford, NE and a Bachelor of Science Degree in Business Management from the University of Nebraska in Kearney. His education and experience in water and wastewater are a valuable asset to the small communities of Nebraska.

Training Coordinator
Karen Thomas
Karen Thomas has been a Technical Assistance Provider for North Dakota since 2016. During this time, she has been assisting communities with water and wastewater issues as well as conducting trainings that support water operators and other community leaders. Additionally, she has assisted in the development and implementation of workshops for basic water operator math and emergency response planning for small water systems. She came to MAP with over 20 years of business experience having owned and operated several businesses giving her extensive knowledge in budgeting, creating action plans, bookkeeping, staffing, and customer service. Prior to becoming a Technical Assistance Provider, she was involved with the local chamber of commerce and served on a committee helping young entrepreneurs receive scholarships. Karen was a spokesperson for a large corporation for 8 years and traveled extensively speaking and training the public on a variety of subjects. She also has 10 years of experience in education and has taught multiple subjects. She holds a B.S. in Zoology from University of California Santa Barbara and a M.A. in Education from the University of Phoenix. She loves working with people and is passionate about teaching and helping others achieve success as well.

GIS Goordinator
Ron Vanderpool
During the last 20 plus years, Ron has been focused on municipal government through the management of municipal infrastructure assets, community planning, and building department management. His background and knowledge of general construction, water-wastewater infrastructure design/construction/management including implementation of Geographic Information Systems and interactive web-based mapping provide him a unique ability to assist water and wastewater systems in comprehensive real-time asset management and sustainability, from the field to the office. He is a Wyoming licensed water, wastewater, and distribution operator along with possessing multiple certifications in building department administration. Over the last year, he has worked with several communities in Wyoming assisting them establish GIS management for their water and wastewater infrastructure. Currently, Ron is developing and managing the GIS program for MAP.

GIS Technician
Kelli Fika
Kelli is a GIS Technician for Midwest Assistance Program, Inc. and is based out of Minnesota. She holds a M.A. in Geography from the University of North Dakota, a B.S. in Geoscience from Minnesota State University-Moorhead, and a certificate in GIS. She has previously worked in the utilities, facilities management, and environmental industries as a GIS Tech. This has given her experience in collecting and analyzing data, map making, and creating a variety of web-based apps. She is very passionate about GIS and all its capabilities, and looks forward to helping rural and tribal communities find innovative geographic solutions.

Administrative/Communications Manager
Rhiannon Niemeier
Rhiannon Niemeier serves as the Administrative & Communications Manager for Midwest Assistance Program, Inc., where she combines strong organizational skills with a talent for clear, effective communication. She oversees daily administrative operations, manages office systems, and coordinates cross-team projects to ensure the organization runs smoothly and efficiently. In addition to her administrative role, Rhiannon manages MAP’s internal and external communications, including social media, newsletters, and public-facing materials, maintaining consistent messaging across all platforms. She has implemented streamlined processes that improve workflow, enhance team collaboration, and keep projects on track. Detail-oriented yet focused on the big picture, Rhiannon thrives in fast-paced, mission-driven environments and takes pride in making complex information accessible, engaging, and actionable.

Internal Programs Manager
Casey Burrus
Casey Burrus joined Midwest Assistance Program, Inc. (MAP) in 2022 and brings with her fourteen years of experience working in county government in the County Equalization Office as a Certified Assessor Appraiser in both the Staff Appraiser and Director positions. In this position, she was responsible for assessing all real property within the county and basing property values on comparable sales, replacement costs, and/or income. She was also responsible for educating the public on the assessment process and how it affects the property owner. Casey also filled the role of County Planning and Zoning Administrator for 8 years. As such, she was responsible for approving building permits or preparing the building permit application for public hearings. She maintained all county ordinances and worked with state departments and county commissioners to ensure all rules were followed for building permit applications. Casey is also an active member in her community and has helped Burke Business Development write and obtain grants to provide websites for businesses, as well as sat on the board for Burke Business Development to help businesses obtain funding and support. She was one of the founding board members for the Burke Daycare and is currently the sec/treas of the daycare. While employed by the county, she obtained a grant to build the Gregory County website. Casey is active with South Dakota Specialty Producers and is on the Executive Team as the Secretary. The organization promotes local foods and specialty crops and educates potential producers on how to succeed in the specialty crop market. Casey has written block grant applications to help fund the organization's goals. Casey is also a Bush Foundation Change Network Member and has worked to obtain grants to help fund art and community projects within Gregory County. This undertaking has included musical events, speakers, and bringing in an artist to work with locals in the community to create an art installation. Casey worked in the role of Project Manager/Technical Assistance Provider for one year prior to assuming the role of Internal Programs Manager for MAP providing oversight, coordination, and reporting for the organization's programs. Casey loves rural living and believes there is nothing but opportunity in rural America.

External Programs Manager
Natalia Heck
Natalia Heck joined MAP in 2023. Her professional background includes nonprofit work and accounting. She has extensive knowledge of nonprofit operations and QuickBooks. She holds a Master of Science in Management, Bachelor of Science in Management, and Bachelor of Science in Finance from Minot State University. Heck grew up on a farm in the state and continues to enjoy small-town living. Her passions include spreadsheets, helping others, and learning about the small towns throughout MAP's nine-state region.

Programs Manager
Tasha Anderson
Tasha Anderson joined MAP in 2025. Her experience of more than 25 years in the nonprofit sector includes leveraging nonprofit and municipal-level strengths through strategic growth, board governance, and capacity building. Originally from South Dakota, she is happy to be back in her home state, having most recently served as the USDA RCDI Program Director and then the Executive Director with the West Virginia Nonprofit Association. She holds a Ph.D. in Political Science with concentrations in Public and Nonprofit Administration and Public Policy from the University of South Dakota and is a BoardSource-trained Board Governance consultant and facilitator. Anderson’s research focused on rural nonprofit governance and the unique perspectives of nonprofits operating in rural America. She also holds a Master’s Degree in Business Administration and undergraduate degrees in Business Management & Marketing and Equine Science.
Iowa Team

Iowa State Field Manager
Jason Towne
Jason Towne has over twelve years of experience in the Water, Distribution and Wastewater industry in the State of Iowa. During his tenure, he has worked as an operator and director of distribution for large and small communities in Iowa. His experience in working with engineers and contractors, along with budgets and proposals will be an asset to any small community facing these challenges. He possesses licensing in Grade 4 Water Distribution, Grade 3 Water Treatment, Grade 2 Wastewater Treatment with the Iowa DNR and a Grade 1 Wastewater Collection System Operator from IAWEA. He also completed National Incident Management System (NIMS) 700 training while a volunteer firefighter. Jason’s education includes a diploma in carpentry from Western Iowa Technical College in Sioux City as well as classes in Water and Wastewater from California State University, Sacramento.

Project Manager / Technical Assistance Provider
Chris McKee
Chris McKee works for Midwest Assistance Program as a Technical Assistance Provider with over 14 years of experience in city finance and management and experience in water and wastewater operations. Chris was a Certified Municipal Clerk as well as a Certified Finance Officer in the State of Iowa before joining MAP. Chris’ expertise in city government and financing allows her to understand and provide technical assistance beneficial to the success of a variety of projects in smaller rural communities. As a small-town City Clerk, Chris can relate to the struggles that small towns in Iowa face every day. Chris’ experience includes grant writing, CIP planning and execution, budgeting, financing, resolutions, ordinances, excel spreadsheets, Infrastructure maintenance and replacement. Chris has an AA from Upper Iowa University studying business management. Chris also serves on the State of Iowa City Development Board.

Nancy Janssen
Nancy Janssen joined Midwest Assistance Program, Inc. (MAP) in 2021. Nancy is a former city clerk certified by the Iowa Municipal Finance Officers Association with more than 18 years’ experience. She has experience in fund accounting, budgeting, financial reporting as well as management of water, wastewater and electrical distribution systems. Nancy has assisted many cities and clerks across Iowa as a Mentor for the Iowa League of Cities, specializing in the challenges of small cities with limited resources.

Mary Ohnmacht
Mary Ohnmacht is a seasoned public service professional who came to Midwest Assistance Program, Inc. with over 20 years of experience supporting communities through a variety of technical, administrative, and financial roles. As a Project Manager and Technical Assistance Provider at MAP, Inc., she specializes in helping rural communities improve and sustain their water, wastewater, and solid waste systems. Her work includes conducting system assessments, providing onsite and remote guidance, delivering training, and developing funding strategies to ensure long-term viability and regulatory compliance. Prior to her current role, Mary served as City Clerk for Essex, Iowa, where she managed municipal finances, utility billing, and cemetery operations, demonstrating both analytical precision and compassionate public service. Her earlier experience as a Deputy Assessor for Page County gave her a strong foundation in property valuation and regulatory compliance, while her tenure in banking and customer service at City National Bank honed her communication and relationship-building skills. Mary holds a Bachelor of Science degree from Northwest Missouri State University and is deeply committed to supporting the operational and financial health of rural communities across the Midwest.

Kansas State Field Manager
Shelly Underwood
Shelly Underwood is the Kansas State Field Manager for Midwest Assistance Program, Inc. with over 15 years of experience in the water and wastewater industry. She holds a Class 1 Certification in Drinking Water and Wastewater Operations through the Kansas Department of Health and Environment and is certified in Integrated Solid Waste Management Practices through SWANA. Shelly's technical assistance efforts for rural communities include assisting with funding applications through USDA RD and the State’s State Revolving Loan Fund for water and wastewater infrastructure replacement. Additional strengths include conducting rate analysis, on-site operator training, budget preparation, emergency preparedness, GIS mapping, and inflow/infiltration analysis of wastewater utility collection systems. Shelly has experience in grant writing and administration, municipal managerial and financial operations, and conducting board and clerk trainings. As the State Field Manager, Shelly oversees the Kansas Project Managers/Technical Assistance Providers, facilitates communications with primacy and other various state stakeholders and ensures MAP’s program deliverables are met.

Project Manager / Technical Assistance Provider
Tom Finger
Tom Finger has extensive experience in providing rural financial credit and technical assistance. He served as the primary Loan Specialist for USDA, Rural Development in South Central Kansas from 2008 until 2018, with responsibility for processing and servicing of the Utility and Community Facility Programs. Tom is skilled at establishing strong working relationships and networking with diverse communities and organizations. This has allowed him to develop projects and access multiple funding sources for clients including public agencies, special purpose districts, and non-profits. Tom has coordinated funding in numerous projects thus resulting in a thriving portfolio and activity level. He has also established strong working relationships with the staff of multiple Kansas; engineering firms, regulatory and funding agencies, and other partners critical to rural infrastructure projects. Tom’s skills include evaluating engineering, architectural, and environmental reports, to achieve compliance with pertinent policies and procedures. He is proficient with analysis of the financial reports of applicants and borrowers, and conducting site visits to review and evaluate project performance. Additional programs administered during his extensive career with USDA include; residential and multi-family housing, business programs, and agricultural credit. Finger has a BS in Agriculture from Kansas State University and was reared on central Kansas diversified irrigation farm.

Curt Bigge
Curt Bigge joined MAP in 2022 and has over twenty years of experience in health, safety, and environment implementation in tribal and non-tribal communities. He is a certified water plant operator with experience overseeing water repair and construction projects as well as training and monitoring water quality technicians. Curt has extensive experience conducting risk / vulnerability studies in preparation for developing safety and emergency response plans. Prior to joining MAP, Curt worked as a Project Coordinator and an Inspector in various locations world wide for over 12 years.

Project Manager / Technical Assistance Provider
Reuben Martin
Reuben Martin joined Midwest Assistance Program, Inc. in 2024. Reuben brings a diverse background in municipal and state utility experience, as well as private construction. As a Kansas Class III Water Operator, he has overseen all aspects, including construction, operation, and testing/reporting of groundwater distribution systems ranging from populations of 1,000 to 15,000. As a Kansas Class IV Wastewater operator, he has managed and operated small lagoon systems and mechanical plants along with the collection systems feeding them. Working for the Kansas Department of Transportation and maintaining municipal roadways and right-of-way has given him a wide array of experience with equipment operation and roadway maintenance. Growing up in rural Central Kansas taught Reuben the value of hard work and attention to detail. Having been in every position from trainee to superintendent has allowed him to be a part of many projects at every level. This allows him to see situations from different perspectives. He has a great deal of experience in diagnosing mechanical issues, evaluating problematic situations, and guiding others through emergencies. Reuben has helped train multiple water and wastewater operators from various backgrounds and age groups. Reuben puts these skills to use not only in his professional life, but his personal life as well. His passion for the outdoors complements his personality perfectly. Being an Eagle Scout, Reuben developed a taste for anything outdoors at a young age. Whether he is hunting, fishing, or trapping, it is his primary goal to manage and conserve our natural spaces. His career has closely followed these principles by making sure the systems under his watch were meeting all requirements to be as beneficial as possible to nature.

Belinda Nelson
Belinda joined Midwest Assistance Program, Inc. in 2024 as a Project Manager/Technical Assistance Provider. Belinda has over ten years of administrative experience. She has expertise in the day-to-day operations of a city clerk’s office, managing staff, account reconciliation, payroll and expense tracking, utility billing systems, zoning administration, bookkeeping, accounts payable and receivable, inventory control, preparing reports and agendas, data entry, and quality control. Belinda values small community resilience and is passionate about supporting their goals for development.

Austin Masters
Austin Masters is an experienced project administrator working with projects in rural Kansas communities for over a decade. He has overseen numerous projects through the application, funding, construction, closing, and servicing processes. He’s also coordinated with community representatives for strategic planning, developed strong relationships with those communities, and assisted them in finding the best ways to invest in their futures. Austin has worked to find funding packages that can help communities achieve their long-term goals. He has worked through the planning process, completed financial analysis, reviewed key reports, and completed application processing on a variety of project types. Completing community engagement and connecting partners with the resources they need are skills he has utilized throughout his career. Austin was born and raised in Northeast Kansas. With a Bachelor of Finance from Pittsburg State University and a Master of Urban Planning from the University of Kansas he strives to use his expertise to serve the people in rural communities like the one he grew up in.

Sherri Wedel
Sherri Wedel has over 14 years of experience in managing the day-to-day operations of city government. As a former municipal clerk and city councilmember for a rural community in south central Kansas. Sherri possesses a profound understanding of the many challenges rural communities face. Sherri is experienced in overseeing all aspects of city operations including budgeting, strategic planning, personnel management, policy development, conducting board meetings and daily/monthly O&M practices. Wedel acquired her Certified Municipal Clerk certification through the City Clerk Municipal Finance Officers Association (CCMFOA) program after 4 years work experience and professional development courses in 2014. Since that time Wedel has embraced professional development opportunities to achieve her Master Municipal Clerk (MMC) certification. Wedel is now part of MAP’s technical team working in Kansas as a Technical Assistance Provider (TAP) for rural communities.

Iowa Team

Minnesota State Field Manager
Chris Ziegler
Mr. Ziegler joined Midwest Assistance Program, Inc. in 2022. He has over thirteen years of combined experience in utility billing, finance and utility management of water, wastewater and storm water utilities. He managed construction projects and their respective financial reporting for water and wastewater involving USDA Rural Development, Minnesota Public Facilities Authority, Minnesota Department of Health, Minnesota Pollution Control Agency and Small Cities Development Grant programs. He is proficient in Banyon Data Systems (a municipal government software for fund accounting, payroll and utility billing), Springbrook enterprise accounting software, Integrated Financial Services accounting software, QuickBooks, Microsoft Word, Power Point and Excel. Mr. Ziegler uses these gained skills to assist finance officers and town boards in making sound financial decisions and managing their systems.

Andrew Olson
Andrew Olson joined the Midwest Assistance Program team in 2024 as a Project Manager/ Technical Assistance Provider. Olson has over seven years of experience in management of water, wastewater, and stormwater utilities. Over the years, his responsibilities have included performing water, distribution, and wastewater operations, maintenance, sampling, testing, meter reading, meter replacement, and utility line locating. Before working in water systems, Andrew worked in various health care systems as a cardiac invasive specialist for eight years. Upon leaving the healthcare field, Andrew and obtained a Class C Water License and a Class D Wastewater license in Minnesota and several small communities there for eight years as a Water and Wastewater Operator.

Project Manager / Technical Assistance Provider
Mary Mullane
Mary joined the Midwest Assistance Program in 2024 as a Project Manager and Technical Assistance Provider. She is a recent graduate from the University of Minnesota-Duluth with a Bachelor of Science in Environmental Science. Mary’s education was primarily focused on hydrology and water resources. She further expanded her skills through multiple internships at government agencies around the Twin Cities area. Some of her skills include water quality sampling, monitoring, and aquatic invasive species management across various Minnesota environments. Mary Mullane has worked with different communities to address water conservation, lake and stream health, and aquatic invasive species. Michael Faulhaber is a dedicated Technical Assistance Provider with Midwest Assistance Program (MAP) in Minnesota, and brings with him over a decade of experience in water and wastewater operations. He provides critical support to operators of water and wastewater treatment facilities, helping them achieve licensure, improve plant performance, and maintain compliance with regulations to ensure safe and reliable water systems for rural communities. Michael previously worked for the City of Hayfield, MN, as a Wastewater and Water Operator, where he monitored and controlled plant processes to uphold water quality standards, and for PeopleService Inc. in Spring Valley, MN, performing essential wastewater treatment tasks. Committed to safeguarding ecosystems and public health, Michael collaborates with various city staff members to protect and conserve treated and untreated wastewater as part of a sustainable environmental framework for rural communities.

Kristina Hartley previously served as a Director of Public Works for five years and has ten years working experience in Industrial and Municipal Water and WW treatment and management. Ms. Hartley is an experienced professional, with a strong emphasis in environmental safety and health. She maintains the highest quality standards to avoid cost and time expenditures. She is a quality and safety specialist with the ability to analyze operations, pinpoint areas for improvement, and implement plans that generate results. Stephanie Ross
Ross has over twenty years’ experience in education and fifteen years’ experience in management and environmental work at the local, state and federal level working with the Missouri Department of Natural Resources and the United States Department of Agriculture. She has an Associate of Arts Degree from Wentworth Junior College and a Bachelors in Education at Missouri Western State University. Ross maintains a Certified Water and Wastewater Operator License in Missouri and Kansas. She is also a Certified Solid Waste Technician in Missouri with household hazardous waste training. She provides training to certified operators, staff and elected officials for technical, managerial and financial compliance with public works infrastructure in coordination with primacy and statutes. She also has NIMS and ICS training certification with a background in emergency management.

Lonnie Kevin Clark joined Midwest Assistance Program, Inc. in 2022. He is an experienced operator with over twenty years of experience working with every aspect of small city utilities, from chief operator to utility superintendent. He has also worked as the training coordinator for one of the world’s largest food manufacturing companies. Devin Beal
Devin Beal joined Midwest Assistance Program, Inc. in 2022. Devin holds a Bachelor of Science Degree in Chemical Engineering from the University of Kansas and recently received his Master’s Degree in Civil Engineering from Colorado State University. In 2023, Devin passed the Montana Professional Engineering Exam. He has experience in water, wastewater and solid waste infrastructure design. Devin has worked on many projects ranging from small waterline replacement to major water treatment plants. He has worked with communities to improve their operations as a member of the Area-wide Optimization Program in Kansas, and has developed and delivered training for water and wastewater operators.

Steve Shope
Steve Shope is a Technical Assistance Provider (TAP) for the Midwest Assistance Program. A fourth generation (born) Montanan, he grew up with strong ties to the cultures, people and land of the State and understands the issues faced by many rural Montana communities today. As a TAP, he will be able to draw on his upbringing and experience to help address these issues. His professional life began with a graduate degree focusing on environmental microbiology with an emphasis on public health. This degree took him directly into a tenure as a laboratory processes designer and manager focusing on the commercial production of an environmental bacterium and into the position of environmental health specialist. From that point on, Steve has experienced many aspects of public and environmental health both as a regulatory official and as a design professional, including state licensed facility permitting, wastewater treatment system review, inspection and design, and teaching nationally accredited classes in foodborne (water) illness prevention.

Lance Goodman
Lance Goodman joined Midwest Assistance Program, Inc. in 2022 and has worked for over 20 years in water distribution in Alaska, Wyoming, and Nevada. He has been involved with sampling, water main and service repair and replacement, hydrant maintenance, meter reading, and cathodic protection testing. He is certified in water distribution and cathodic protection testing. Lance is a Water Treatment Operator Level 1 in the State of Nevada as well as certified through Virginia Tech University in the Essentials of Asset Management. Lance has experience cleaning and disinfecting water storage tanks, jetting mains, maintaining booster stations, etc. Lance has experience working with various distribution systems and material types, including asbestos, PVC, ductile iron, cast iron, steel, and wood stave water mains.

William Meyer
William Meyer joined Midwest Assistance Program, Inc. as a Project Manager/Technical Assistance Provider in 2023 and has over thirty years of civil, municipal, industrial, and environmental construction experience. Will began as a carpenter apprentice in the late 80's and worked his way up to Project Manager/Construction Estimator of a large regional contractor and also became owner of his own construction business. Will served as a superintendent of projects ranging from multimillion water/wastewater treatment plants to smaller projects involving a single lift station and collection system additions. Will supervised workers and trained on workplace safety including confined spaces, trench safety, fall hazards, pipe testing, and other construction safety concerns. He provided other on the job training for crew members including equipment operation, pipe fitting, process pipe flushing, disinfection, and equipment installation. Will has also served as a water operator and board president for a small community in Washington. Will received his operator certification from the Washington State Department of Health Office of Drinking Water.

Chad has over thirty-four years of experience in water and wastewater and twenty-three years working for a water agency. He has been involved in main, hydrant, service lateral and control valve CM (corrective maintenance) repairs as well as preventative maintenance tasks for the water and wastewater systems. He has led CIP (capital improvement projects) for valve replacements and pump station improvements. He is certified in water and wastewater operations. He has experience working with many types of pipe from asbestos, C-900 & C-905, CMLC, ductile, clay, SDR-35 and RCP.

Sasha Marlatt
Sasha Marlatt joined Midwest Assistance Program, Inc. as a Project Manager/ Technical Assistance Provider in 2025. Sasha comes to MAP with over 3 years of experience working for rural water systems in both technical and administrative roles. Most recently Sasha worked as a corporate accountant supporting a multinational business and it’s non-profits. While working as an accountant Sasha successfully supported businesses through their annual audits, corrected outdated financial reporting and eliminated costly software redundancies. Sasha is glad for a long-awaited return to Montana to support rural and small communities through MAP. While away from the office Sasha and her family can be found enjoying the great outdoors throughout the year.

Monte Kerchal
Monte Kerchal joined MAP in November 2018 and brings with him two decades of experience in physical security, human resources, and organizational leadership. Before MAP, he served 33 years with the Army National Guard in many capacities. He has worked with several communities during state emergencies assisting with the following: manpower, environmental compliance, safety, security, logistical, and water distribution. Monte is a Field Manager/Project Manager/Technical Assistance Provider for MAP in the state of Nebraska and is involved in facilitation and assistance in Technical, Managerial, and Financial areas and became water operator level 4 certified in 2020 and obtained his Solid Waste Management Certification in 2023. He is highly utilized in the field performing smoke testing for Inflow and Infiltration in publicly owned wastewater systems, GIS mapping of water and wastewater infrastructure, solid waste management and planning, water loss/non-revenue water identification, and USDA-RD, CDBG, and SRF loan application assistance.

Derrick Luebbe
Derrick Luebbe, Technical Assistance Provider, is located in Nebraska and has over ten years in the water and wastewater industry. Before joining MAP in September of 2018, he served for over seven years as the water, wastewater, and street superintendent for the Village of Staplehurst in Nebraska. He has experience with the daily operations, troubleshooting, and handling of emergencies in a water and wastewater system, and onsite/decentralized systems. He is knowledgeable in managerial duties and in building relationships with regulatory agencies and is familiar with grants. Luebbe was a member of the local volunteer fire department where he gained knowledge in other areas such as National Incident Management Training.

Jay Colson
Jay and his family currently reside in Osceola NE. He has a wife and 3 children: Taylor (wife), Reed (son), Quinn (daughter), and Jaylynn (daughter). Jay graduated from Stromsburg High and earned a welding tech degree from Central Community College in Columbus, NE. He started his career out working for the family business, Colson Masonry, until going to college. Upon college graduation, Colson working for Strobel manufacturing, building heavy farm equipment for four years, until accepting a job with the city of Osceola. While working for the city of Osceola, he obtained a class 4 water operator’s license and a class L lagoons license with the NDEE. After about 4 years with the city, he was promoted to utilities superintendent where he managed streets, wastewater, and water. Jay also has experience with daily operations, troubleshooting, and handling of emergencies in a water and wastewater system. He also has served on the Osceola Volunteer Fire Department since 2015.

Shane Bush
Shane joined MAP in February 2025, Shane resides in Hartington, Nebraska with his girlfriend Haley and their two-year-old daughter Brylee. Shane enjoys spending time with his family whether it be outside hunting or down by the Missouri River at the cabin or at home on their Hobby Farm. Shane grew up in Northwest Iowa and graduated from Iowa Lakes Community College before transferring to South Dakota State University in Brookings, SD. After college Shane worked for both the City of Cherokee Wastewater Plant and Cherokee Rural Water System. He then later accepted a job at Mid Dakota Rural Water in Miller, SD where he handled all new water hookups for the system. During Covid he decided to move closer to family and accepted a job with the City of Yankton at their new Water Plant, he spent the next 4 years here before coming to MAP. Shane boasts nearly a decade in Wastewater and Water Treatment, with experience in Daily Operations, Handling of Emergency on Call situations, General Maintenance and Customer Service. Currently he holds a South Dakota Class 3 Treatment and South Dakota Class 1 Distribution Certifications.

Samantha’s academic accomplishments consist of studies at Metropolitan State University Denver, Red Rocks Community College, Warren Technical College, and UNL Master Gardener program. North Dakota State Field Manager
Brian Day
Mr. Day has over fourteen years of experience in project management, water and wastewater, planning, and community and economic development in rural communities in the United States and overseas. He has significant experience in administration, project management, budgeting, entrepreneurship, business planning, spreadsheet evaluation, and grant writing. Brian was a former employee for the Illinois RCAP. He assisted rural communities with CDAP grants and USDA Rural Development loans. Prior to joining MAP, Brian was a Peace Corps Volunteer in the Dominican Republic. He was able to assist a community in the implementation of a water filter project that provided 50 houses and their neighbors (600+ persons) with free, clean, safe, portable water for drinking, cooking, bathing and washing. Since 2015, he has been providing technical assistance to rural communities and tribal nations in North Dakota. His background and focus on water and wastewater issues has led him to a number of opportunities to help communities and tribal nations to operate competently in these ever-evolving industries. He strives to bring 100% to the work that he does, and his goal is to build strong, long-term, beneficial outcomes for his clients. He has a M.A. in Economics and a Post Baccalaureate Certificate in Community Development from Western Illinois University.

He attended Bismarck State College where he earned his Associate of Applied Science in Power/Process Plant Technology. Garrett grew up on a ranch in South Dakota where he still calls home. Jackie Luttrell
Jackie joined MAP in December of 2020 to assist rural communities in South Dakota. Jackie began her municipal government career in 2004 as the Finance Officer for the City of Clark. There she managed a $2+ million budget for water, wastewater and general government and oversaw several departments. Over her 16 years as finance officer, she worked on several construction projects overseeing the funding applications for USDA Rural Development, state SRF program, SD DENR Consolidated and CDBG loans and grants, monitored the construction and continued with the follow-up financial reporting. As Finance Officer, she was responsible for budgeting, fund accounting, payroll, zoning, HR, code enforcement, council meetings, training and the city acquisition of the local golf club. She designed the city’s operations manual and the city’s website. Jackie is proficient in Banyon Data Systems (municipal fund accounting, payroll and utility billing software), QuickBooks and Microsoft Word and Excel. She was president of the Northeast Area Finance Officer Group for 4 years and mentored several finance officers in that area. Jackie has a background in technical writing where she produced hardcopy and online training and operation documents for a major insurance company. Jackie received her Municipal Clerk Certification from the University of South Dakota in 2009 and holds a Bachelor of Science degree with a concentration in Marketing and International Business from Mankato State University in Mankato, MN.

Kevin Coldsmith
Kevin is an experienced water and wastewater operator and has been working in the industry since 2010. Kevin has ran a mechanical wastewater plant, collection system, and a city's water system. Kevin conducted operation and maintenance programs to ensure repairs on both water and wastewater systems. His work included utility locates, meter repairs, sampling, lab work, heavy equipment and sewer jet/vac operation. He holds certifications in Class III wastewater collection, Class II wastewater treatment, and a Class II water distribution. Kevin also has a lengthy background in surveying along with statewide travel involving road design projects. Recently he has had exposure to the solid waste industry. His passion for small rural communities, with their rich histories, will allow him to use his skills to support them and the tribes of rural America.

Hope Block
Hope joined Midwest Assistance Program, Inc. in January of 2022 and has been helping communities and tribal nations improve their environment, quality of life, and achieve self-sustainability. Hope has a financial and management background built on a foundation from her Bachelor of Science Degree in Accounting from Northern State University in Aberdeen, South Dakota. Her financial and management career path began in the banking industry at Wells Fargo Bank, and from there she went on to be the Finance Officer for the City of Groton, South Dakota for nearly five years. As a Finance Officer, Hope managed a 4+ million-dollar budget comprised of water, sewer, wastewater, solid waste, electricity and general funds. Some of her other responsibilities included coordinating economic development public meetings to encourage residential and commercial development, city council, planning and zoning, and state public library board meetings; managing elections, liquor and medicinal cannabis licenses; approving building permits as the Planning and Zoning and Flood Plain Administrator; and pursuing, writing and staying compliant with grant specifications. She also managed the funding applications for several Clean Water State Revolving Fund Program Projects to improve the water system in Groton.

Jessica Casey
Jessica Casey joined MAP in 2024 as Project Manager/Technical Assistance Provider in South Dakota and brings with her 20 years of experience in various municipal government activities. Casey began her career as Deputy Finance Officer for the City of Hecla, South Dakota in 2004, where she started her municipal training to eventually take over for the Finance Officer position in 2016. She then worked as Finance Officer for the community until 2023. She has had experience in managing and implementing a 1+ million-dollar budget in General, Liquor, Water, Electric and Wastewater funds. She is experienced in Banyon Software programs of Payroll, Fund Accounting and Utility Billing as well as proficient in Microsoft Word and Excel. Casey has utility management experience and has conducted several utility rate analyses and evaluations. She was involved with implementing policies, ordinances, resolutions and assistance with maintaining local planning and zoning ordinances. Casey has also been involved in obtaining safe drinking water for the community due to arsenic violations in the underground wells. Throughout her tenure, she also assisted in the development of a new lagoon, sewer line replacement, and implementation of AMR (Automated Meter Reading) water meters. She has developed familiarity with grants, lending and reporting requirements of United States Department of Agriculture Rural Development, State Revolving Loan Funds, South Dakota Department of Environment Consolidated Loans and Community Development Block Grant funding. She was also responsible for most Human Resource activities, such as processing payroll, and completing onboarding forms and policies in various departments. Casey recognizes the challenges small rural communities face and understands the importance of transparency to the public, effective communication, customer satisfaction, and resolving issues to the best interest of the whole community.

Wyoming State Field Manager
Tyrel Owens
Tyrel Owens, State Field Manager in Wyoming, has over twelve years of experience in municipal water and wastewater operation. Owens joined the team at Midwest Assistance Program in 2020 as a Project Manager/Technical Assistance Provider and was promoted to State Field Manager, Wyoming in October of 2022. He understands the importance of being flexible and open-minded while conducting daily operations and believes that effective communication, customer service, and relationship building are paramount while providing people aid in any circumstance. Owens currently holds four Level 2 licenses in water and wastewater through the Wyoming Department of Environmental Quality. He has experience in many areas of water and wastewater operations and maintenance. In 2008 he received an AAS in Fire Science from Western Dakota Technical Institute and was an active member of a few Volunteer Fire Departments through the years. He is currently serving as a Councilman on the Newcastle Wyoming City Council and finds the experience to be both rewarding and invaluable in how it translates to assisting communities throughout Wyoming.

Chris Dutcher
Chris has been in the service industry for over 15 years. He started his career with Weston County and later worked with the State of Wyoming. He then worked at his local School District. Chris comes to MAP, Inc. with a great deal of experience in Law Enforcement, where he primarily dealt with training, education, networking, and resourcing, along with holding management positions where he supervised and planned for staff, projects, budgetary responsibilities, and planning with agency heads from various departments on various tasks and projects. Dutcher has networking experience with water quality management and operations in the purview of the aquatics scene as he served as an Aquatics Director for the Converse County School District and the City of Douglas. There, he obtained field training and service-oriented customer service to the community. Chris has a strong work ethic and is a dedicated individual to his tasks and believes in responsibility, accountability, and integrity. He enjoys the communities he serves both locally and statewide. Chris lives in the Douglas area with his family where he enjoys the beautiful Wyoming outdoors, spending time with his family, and teaching martial arts to both kids and adults in his community.

Julia Belopotosky
Julia joined Midwest Assistance Program, Inc. in 2025 as a Project Manager and Technical Assistance Provider. She previously worked with RCAP in Ohio with Great Lakes Community Action Partnership for two years. Her experience includes Lead Service Line Inventories, performing Condition Assessment fieldwork of sewer CCTV, valve exercising, and smoke testing, Asset Management guidance, and public outreach for several communities across Ohio. Prior to joining RCAP, she worked in environmental consulting in the scope of environmental assessment and remediation, with Ohio EPA compliant reporting and conducting soil and groundwater sampling. Julia is excited to continue to support the mission of RCAP with MAP, Inc. in Wyoming to serve rural communities.
